Dato' Dr. Chiam Heng Keng

President of ECCE Council & Key Note Speaker

Datuk Dr. Chiam Heng Keng (BSc Hons Chemistry; MEd, PhD), is the current and Founding President of the ECCE Council. She, formerly Professor of Social Psychology in Education at thevUniversity of Malaya, is recognized nationally and internationally as a leading authority on early childhood care and education in Malaysia. She is the many firsts in numerous early childhood initiatives. Among them, she was the founder of the Bachelor and Master in Early Childhood Education at the University of Malaya, the first of its kind in Malaysia. She spearheaded and worked with the Malaysian Qualification Agency to develop Programme Standards for professional early childhood programmes. She mooted the advocacy for Diploma in ECCE as the minimum qualification for early childhood educators in Malaysia. She was a Human Rights Commissioner of Malaysia (SUHAKAM) since its inception in 2000 to 2010 and as Malaysia’s First Representative for Children to ASEAN Commission for the Promotion and Protection of the Rights of Women and Children (ACWC). Her research spans over a wide range: child development, adolescent development, alienation, juvenile delinquency, gifted education, early childhood education, science education and human rights. She has authored books, chapters in books and academic journals and was a columnist for more than 10 years. She sits on several international editorial boards of academic journals. For her significant contributions to ECCE and children’s rights, the International Juvenile Justice Observatory honoured her with the Juvenile Justice Without Borders International Award 2016.


Dr. Khong Yoon Loong

CEO of Tech Dome Penang

Dr. YL Khong holds a BSC (Hons) and PhD in Physics from the University of Canterbury, NZ and did his post-doc at King's College London. His career spans both academia and industry and he has worked in NZ, UK, US, Japan, Australia and Germany. In academia, he was lecturer at the Institute of Advance Studies, University of Malaya; Associate Professor, Faculty of Applied Science at AIMST; Dean, School of Science and Technology, Wawasan Open University and Professor and Vice Chancellor/CEO of KDU University College. In industry, he was Chief Scientist for ShinEtsu Handotai, Engineering Manager for Fuji Electric, Staff Engineer and Materials Engineering Manager for Intel and Director of Global Manufacturing Engineering for First Solar. He has published about 20 peered reviewed and conference papers and has spoken at international meetings. In his spare time Dr. Khong has continuously worked with children and youth activities in various context from evening community activities for suburban children in London to teaching of English through play in small towns and villages in Malaysia. In 2015, he assumed the role as the CEO for Tech Dome Penang, a Science Discovery Centre in Penang commissioned to promote science and technology among school children.


Jery Yeoh Hooi Seng

Founder & Executive Director WhyteHouse Education Group

Jery Yeoh is the Founder and Executive Director of The WhyteHouse Education Group Sdn Bhd. He holds a Bachelor’s Degree in Sociology and Anthropology from University Science Malaysia, and is currently pursuing his Master’s Degree in Early Childhood Education at Open University Malaysia. As the Founder and Executive Director, he is in charge of program and curriculum development of The WhyteHouse Education Group Sdn Bhd. His creative efforts in WhyteHouse writing and publishing works include the Formative Years Monthly Newsletter and the Young Scientist Series. Jery is also active in training and development. He is a certified John Maxwell Coach, Teacher, Trainer and Speaker. He focuses on topics such as leadership, entrepreneurship, communication, early child management/program and parenting development. His speaking and training engagements are often held in Malaysia, Indonesia and Thailand. Jery is the team leader and concept owner of 4 successful Malaysian Record attempts which are all certified and endorsed by the Malaysia Book of Records. Jery also advises the State Government of Penang in various capacities, including being an active member of the Board of Directors of Penang Public Library Corporation and is part of the STEM Advisory Panel of Tech Dome Penang.

Dr Irene Leow Kim Choo
Facilitator, Workshop 1 - Science in the Playground
Practitioner and Lecturer

Dr Irene Leow Kim Choo holds a PhD from the University of Leicester, England. She has lectured in Ecology and Zoology at the University of Malaya, Tunku Abdul Rahman College, and Universiti Pertanian Malaya. From 1988, her interests switched to early childhood, and she has been the principal and operator of Seri Mawar Child Care and Development Centre in Ampang, Selangor. Currently she is also a part-time lecturer, and has lectured courses related to Learning through Play, Numeracy, Science and Technology in Early Childhood and Mentoring. From 2011 to 2015, she has been a member of the Professional Certification Board of the Early Childhood Care and Education Council, Malaysia. She was one of the representatives of the ECCE Council on the Malaysian Qualifications Agency (MQA) Panel to develop the Programme Standards for Early Childhood Education. She is currently an EXCO member of the ECCE Council, Malaysia.

Ms Eveleen Ling
Facilitator, Workshop 2 - STEM IN MUSIC
Trainer, President of MAPECE & PTM

Eveleen Ling (MEd; LRSM; LTCL; ATCL) is an accomplished musician and a highly experienced early childhood educator. She lectures and conducts workshops and seminars in early childhood education in music, singing, percussion, dances and music & movements at early childhood organizations, locally and internationally. For instance, she conducts the Skills Training Courses at the Kindergarten Association, Malaysia (Persatuan Tadika Malaysia) as well as performs with the Penang Philharmonic and Kuala Lumpur Symphony Orchestra. She was on the curriculum panel of the Curriculum Development Division (BPK), Ministry of Education for formulating the music section of the Garis Panduan and was involved with BPK in the training of trainers on the implementation of the National Preschool Curriculum (NPC) and the National Preschool Curriculum Standards (KSPK). Her over-30 years of teaching experience in preschools include teaching refugee children in the UNHCR Myanmar Learning Centre, setting up preschools in 25 remote villages in Sarawak and providing Lab training to teachers in Sarawak, Jakarta, Cambodia and Myanmar. Currently, she is the President of the Association of Professional Early Childhood Educators, Malaysia, (MAPECE) and Chairman of Persatuan Tadika Malaysia (PTM).

Puan Mahani Binti Abdul Malik

OUM Lecturer

She has a science degree from the University Malaya, a Diploma in Montessori (London Montessori Centre) and Masters in Preschool Education from Universiti Kebangsaan Malaysia. She has 26 years of experience in early childhood education as a teacher, principal, trainer and lecturer. She has run several school camps for preschool, primary, and secondary schools in Negeri Sembilan. Currently she is a lecturer in the Open University Malaysia. She is also a panel of MQA and a committee member of the ECCE Council.
